A Message From

Culpeper is more than a crossroads in history — it’s our home. I’m grateful to continue serving you in my second term on Town Council, and I’m honored that my Council colleagues have selected me to serve as Vice Mayor. Being re-elected by our community is a gift of trust. Being chosen by my peers is a responsibility.

 

I don’t take either one lightly.

For more than 20 years, my wife Vanessa and I have called Culpeper home. We raised our family here, built lifelong friendships, and grew deep roots in a town shaped by faith, service, and a strong sense of community.

I started my first term on Town Council in 2022 to help preserve what makes Culpeper special at a time when division threatened to overshadow local progress.

Since then, I’ve worked to serve with transparency, accountability, and a steady hand — listening first, doing my homework, and staying focused on what matters most to everyday families and local businesses.  

My commitment as I govern is simple: preserve the character that makes Culpeper special, plan wisely for the future we’re already walking into, and protect the constitutional freedoms that make Culpeper — and America — worth fighting for.

Our Shared Mission

Our shared mission is simple: keep Culpeper a place where families thrive, businesses grow, and neighbors feel proud to call home.  In my first term,

I worked to turn that mission into action by keeping citizens informed and engaged, opening conversation on key decisions, and pushing for transparency in how we steward public resources. In my second term—and in my role as Vice Mayor—I’m focused on staying grounded in our values, planning ahead instead of reacting late, and keeping local government practical, responsive, and accountable for Culpeper’s interests.

 Transparency isn’t a slogan to me; it’s a habit, which is why I share frequent Town Council updates through my official Facebook page, this website, and in-person conversations so residents and business owners can understand what’s happening and why it matters. And because Culpeper’s future is shaped by more than local votes, I also track what’s coming out of the Virginia General Assembly, serve on the General Laws Committee of the Virginia Municipal League, and meet with legislators to advocate for Culpeper’s interests.

That mission is built on three distinct commitments.

Preserve

First, preserve the small-town charm that brings visitors here and keeps generations rooted here. I will continue supporting our historic downtown character, encouraging thoughtful residential and business growth, and expanding parks and green spaces that improve daily life.

Plan

Second, plan carefully for our future. Growth is inevitable — families and entrepreneurs are drawn here — and how we prepare now will determine whether growth strengthens or strains our community. I will keep pushing for smart, scalable infrastructure, support local businesses across town, and advance long-term financial stewardship that reduces risk and builds resilience.

Protect

Finally, protect our constitutional freedoms and keep government responsive and accountable to the people. I will stand against unnecessary regulation, work to keep taxes low, and ensure citizens have a real voice in the decisions that shape our town’s future.

Meet Joe Short

Joe Short isn’t a career politician - he is a U.S. Army veteran, an engineering professional in the aerospace and national defense sector, a husband, a dad, and a neighbor. His service to Culpeper began with coaching his children’s sports teams, leading youth scouting organizations, guiding non-profits and then engaging as a concerned citizen who wanted to see decisiveness and more common sense in local government.

WHERE I STAND

My approach to leadership is grounded in three pillars that reflect my values and Culpeper, Virginia’s priorities: Preserve, Plan, and Protect.

Preserve

Culpeper’s small-town charm is more than an aesthetic—it’s the heart of who we are. Our character is built on integrity, a shared work ethic, and compassion for others. You see it in how we treat our neighbors and guests, how we support local businesses, and how we protect the hometown we’ll hand to the next generation. I will continue to safeguard our rural identity, protect historic neighborhoods, and support thoughtful growth that fits our community and respects our values.

Plan

A strong Culpeper doesn’t simply react—it prepares. That means investing wisely in infrastructure, prioritizing maintenance before crisis, and making decisions that are sustainable ten and twenty years from now. I will continue pushing for smart, scalable improvements that strengthen public services, reduce reliance on debt, and create the conditions for families and businesses to thrive. Good planning today prevents costly consequences tomorrow.

Protect

Government should serve the people and defend liberty. I will stand against unnecessary regulation and tax increases, champion clear and transparent decision-making, and keep citizen voices at the center of town policy. Accountability matters—because every new rule, every new fee, and every major decision ultimately lands on real families and local employers.
